Can a power of attorney be assigned in NH?

He missed a court date and is unable to appear on the next court date. With a notarized permission, can a relative plead his case in court? It is different in all states, but some states allow power of attorney to plead the case, is this so in NH district small claims court?
This is a civil matter not a criminal one.
