Can a NH resident with valid MA learners permit appear for a road test in Mass?

I have a valid Mass learners permit but couldnt finish my roadtest and i recently moved to NH. Now inorder to get a license from NH i need to show either my foreign license (which i surrendered to RMV before written test) or Mass license(which i dont have)or i need to undergo the drivers education($500) again. Mass RMV cannot give my foreign license back, but they allowed me to attend a road test, is it legal to do so and show tat license at NH DMV inorder to get NH drivers license?

You can do one of two things:

1. take the driving test in MA, and then exchange it for a NH license (you will need to ask MA if they will let you), or
2. get a letter from the foreign country stating that you had a valid license, and show that to NH.
